The Economic Committee approved for second and third reading the legal infrastructure for testing autonomous vehicles for public use

The Knesset's Economy Committee, chaired by MK Michael Biton, yesterday (Tuesday) approved for second and third reading the government's proposal to amend the Traffic Ordinance, which deals with the operation of an independent (autonomous) vehicle and a vehicle with conditional independence, at a meeting attended by the Minister of Transportation, MK Marev Michaeli. The bill is designed to produce A legal infrastructure for testing autonomous vehicles, which will allow an experiment in the use of vehicles for public purposes such as transporting passengers, shared trips, deliveries and more. Chairman Biton and Minister Michaeli expressed great excitement for the completion of the legislation and noted that this would position Israel as a pioneer.

In the previous discussions held by the committee on the proposal, the Deputy Director of the Ministry of Transportation, Avner Flor, explained that the autonomous vehicle is an engine of economic growth and 640 start-up companies in Israel are already dealing with the issue. The office's ambition is zero traffic accidents, reducing emissions and reducing congestion on the roads - and all of these can be answered with the autonomous vehicle, when in the next decade these vehicles will be used mainly for public transport and less for private vehicles. Flore pointed out that if the legislation is soon finally approved by the plenary, it will be possible to start the experiment already in the second half of the year.

However, at the beginning of the preparation of the proposal, it became clear that the Ministry of Transportation would be required to install many regulations, which, if not fixed in time, could delay the implementation. As a result, the proposal of the legal advisor to the committee, Adv. Itai Atzmon, was accepted, according to which most of the arrangements required by the regulations will be introduced now as an addendum to the bill.

In addition to this, during the previous meetings, Chairman Bitton's proposal was accepted, according to which the number of vehicles participating in the experiment will increase from 400, as initially proposed by the Ministry of Transportation, to 500. During the discussions, many additional arrangements were approved that were designed to allow dealing with issues of safety, security, protection of information systems and protection of privacy.

Minister Michaeli referred to the changes and said that at the beginning of her term she was under pressure to include the proposal in the Settlements Law, but she refused because she thought that this proposal should be discussed "properly". She added that she was happy about it and said that Israel will be one of the first countries in the world to allow autonomous vehicles to move on the roads. The minister also stated that it is important that the experiment be conducted not only in the center, but in different life structures, in the north, the south, the Negev and the Galilee and called it an "exciting breakthrough".

Chairman Beaton also said that the ministry should be proud that it leads the way and is at the forefront of the world in testing new technologies. He added that Israel is a pioneer in the business world, and will now also be a pioneer in the use of technology for public needs. He added that the approval of the proposal brings good news to Israeli society, and said that the proposal will now be submitted to the Knesset plenum for approval and it is hoped that it will not get stuck.

On the contrary, the car companies drag wheels because they understand that when the vehicles are autonomous it will pay off for everyone to take a taxi and not own a car (the cost of the driver is a key component in the price of the trip, and as soon as he gets off the taxi the trip becomes worthwhile). In that case, they would simply need much fewer cars.
    Oh, and as for the experiments, it is not clear since when technological and scientific progress is a curse, because the citizens of Israel enjoy advanced technology and health thanks to them. For your information, when all vehicles are autonomous there will be maybe one percent of the accidents that exist today.

    The autonomous vehicle is far from ready to move on the road.
    They serve Israeli citizens as test subjects for some commercial companies.
